Austrian politician, mayor of Vienna
Karl Lueger, (born October 24, 1844, Vienna, Austria—died March 10, 1910, Vienna), politician, cofounder and leader of the Austrian Christian Social Party, and mayor of Vienna who transformed the Austrian capital into a modern city.
Lueger, from a working-class family, studied law at the University of Vienna. Elected to the capital’s municipal council as a liberal in 1875, he soon became popular for his exposure of corruption. Lueger opposed Austro-Hungarian dualism and advocated a federal state. When the Christian Social Party won two-thirds of the seats in the Viennese municipal council in 1895, he was elected mayor, but the emperor, Franz Joseph I, regarding Lueger as a social revolutionary, refused to confirm his appointment for two years. From 1897 on, Lueger served as mayor of Vienna. He incorporated the suburbs; brought streetcars, electricity, and gas under the city government; and developed parks and gardens, schools, and hospitals. Under his administration, Vienna became an efficient, modern metropolis.

He is credited with helping in some ways to transform Vienna into a modern city, but he was also an anti-Semite – or at best, a political opportunist who stoked anti-Semitic fears for his own political gain.

Owing to the patronage of Archduchess Maria Theresa and her husband Karl Ludwig, Emperor Franz Joseph’s brother, the Marine Health Resort Erzherzogin Maria Theresia for scrofulous and rachitic children was opened on May 21, 1888 in St. Pelagio on the northern Rovinj coast. In 1908, due to the initiative of Karl Lueger, the building was fully renovated and expanded thus becoming the hospital of the city of Vienna (SeehospitzS. Pelagio der Stadt Vienna). On that occasion, the forest park was created, including the observation tower named dr. Karl Lueger’s waiting room, as well as the St. Pelagia’s Church with two parallel belfries.
